The Swiss Red Cross (SRC) is supporting several Sister National Societies (SNS) in the Western African Region with programs and projects in National Society Development, long-term Development Cooperation and Humanitarian Aid. To strengthen the capacities and the role of its sub-regional office in Lomé, the SRC is looking for a <strong>Finance Delegate </strong><strong>Duty station: Lomé, Togo with frequent short missions to countries in the sub-region.</strong>
 
The main purpose of this position is to maintain a good financial management system to ensure that the economy, efficiency, integrity and transparency of SRC’s financial activities are maintained in accordance with SRC’s financial management policies and national regulations. Reporting to the SRC Sub-Regional Coordinator the Finance Delegate has delegated responsibility of managing the financial and administrative businesses of the Sub-Regional Coordination Office.

To strengthen the capacities and the role of its sub-regional office in Lomé, the SRC is looking for a Finance Delegate Duty station: Lomé, Togo with frequent short missions to countries in the sub-region.   The main purpose of this position is to maintain a good financial management system to ensure that the economy, efficiency, integrity and transparency of SRC’s financial activities are maintained in accordance with SRC’s financial management policies and national regulations. Reporting to the SRC Sub-Regional Coordinator the Finance Delegate has delegated responsibility of managing the financial and administrative businesses of the Sub-Regional Coordination Office. 

Major duties and responsibilities

  • Execute internal control and monitoring activities, especially on financial reports from the implementing Partner Organisations (SNS) for SRC funded projects and programmes.
  • Ensure that the Sub-Regional Coordination Office’s budget planning, accounting, financial monitoring and reporting are carried out in an effective and efficient manner.
  • Support the Partner Organisations in finance development and carry out and validate capacity review and risk assessments for Partner Organizations regarding the control environment, fraud prevention and the accounting processes.
  • Ensure financial reporting of the SRC funded projects / programmes in the sub-region.
  • Support the SRC Sub-Regional Coordinator to implement and maintain a sound procurement management and advise the SRC implementing Partner Organisations on procurement matters.
  • Support the SRC Sub-Regional Coordinator in all matters relating to Human Resources Management of local staff.
  • Provide finance and administration support to the Emergency Response Unit (ERU) and Emergency Response Teams (ERT) during their deployment in the sub-region if requested by the Partner Organisations.

Your profile

  • Degree in accounting, Financial Management, Business Administration or related field of studies with similar professional qualification (i.e. Certified Internal Auditor, Certified Public Accountant).
  • At least 2 years of professional experience working in an international Humanitarian & Development organisation managing projects and programs funded through international donor agencies and managing grants, audits and financial management.
  • Work experience in quality assurance and risk management, competent in communicating financial plans.
  • Excellent planning, management and coordination skills.
  • Able to work and communicate under stressful conditions and in fragile contexts.
  • Able to work in a multicultural and multi-national team across different countries.
  • Very good written and spoken French and English.
